REVIEW of NEW PLANS for WEBB HOUSE RELOCATION

--The proposed "new first floor deck" is a significant addition to an existing structure. Will it need to go through the permit and approval procedure? This is not part of moving a house, it is a major renovation.

--In addition, the drawing indicates that the house will have new gabled windows on the west side. Will these need to go through the permit and approval procedure?

--Are roof overhangs permitted within the setbacks?

--It appears that the parking plan being proposed for Lyon House is inadequate. The driveway, which takes up a large portion of the Lyon House property, leads to one tiny garager. If Lyon House is renovated, whether as a duplex, a single-family home, or a business there will be need for parking for more than one very small car.

--There is no way that this house can be relocated without taking down most - or all - of the maple tree in the back yard. Yet it is indicated as a full tree in the drawing. Which is the case?

--To fit in a new driveway between the birch tree and Lyon House, a majority of the birch tree will have to be removed. Yet the drawing indicate the tree will be preserved.

--There is no "existing gravel area", as indicated in the drawings, on the west side of Lyon House.

-- Is is unusual/appropriate/legal for the Zoning Officer, Doug Staley, to call only minutes before the meeting begins to say that he has ok'd the plans for the meeting? Isn't there a schedule to follow regarding submitting plans to a meeting?

-- The plans are illegible and difficult to comprehend, and contain errors. Would it not be better to have some time to review the plans before a meeting begins?

-- Will Wells College have to go through the process of submitting plans to the Zoning Officer, meeting with the CPP, and the Planning Board for the NEW driveway and curb cut at Lyon House (which Wells still owns) and the new grading (as indicated) in the back of Lyon House?

-- Has the DOT approved the new driveway's curb cut? Has the DOT approved the new stream/culvert location?

-- Can stream/culvert pipe be relocated within a 10 foot setback?

-- What will hold up the 8-10 feet of fill that the house would sit on? If a retaining wall, where is it? Can a retaining wall be built within a 10 foot setback?

-- Can elevation be changed at property line or within setback?

--Who will want to buy Lyon House and put a half million into restoring if it has a long shared driveway taking up much of the front yard within 12 feet of the front porch and when it has a tiny back yard with no lake frontage?

-- Does 12 feet on the south side give the house movers enough room for their equipment to maneuver the house into place? Should the village receive bonded assurance that this is possible before going ahead with an approval?
