calls the Zwigards to account

Please note:
The Zwigards' easement
did not permit them to "stockpile"
anything in our park!
Yet they have turned our village lake access into a pile of rocks,
rubble, and
debris.
Their project
was to have been completed in one day.
They received no permission to experiment on public land.
The project, as described in their permit application, has failed and
been abandoned.
They should be required to clean up their mess now!

Afternoon Ms. Holland,
I was provided your information by Maggie
Crawford of our Auburn Field Office. I researched our records on
Mr. Zwigard's project and contacted him yesterday.
Mr. Zwigard informed me that the stone and
broken concrete stockpiled along the shoreline is meant to be
over-bedding for the waterlines he is installing in the lake. His
application specified that the waterlines would be affixed to the lake
bed by cables and anchors; however, Mr. Zwigard states that the
insulation on the waterlines provide too much buoyancy, and he does not
believe the cable/anchor system by itself will suffice, so he is
proposing to bury the waterlines under a layer of broken stone and
concrete.
Mr. Zwigard's Corps permit does not
authorize this portion of the work, and he will need to submit a
request to us to either modify his existing permit, or receive separate
authorization for the discharge of material needed to bury the
waterlines. Mr. Zwigard understands he cannot do that work until
we clear it, but in the meantime he will probably continue with the
authorized portions of his installation.
